HOW POWERFUL ARE CIVIL SOCIETY ORGANISATIONS WHEN CONTROL THE PUBLIC ADMINISTRATION PERFORMANCE?

Abstract

The paper examines whether and to what extent civil society organisations as an external tool of the democratic oversight of public administration in the post-industrial poliarchies affect the working environment favourable to the moral behaviour of public servants. The author hypothesises that an effective control of the compliance of public servants’ performance with the ethical standards minimises corruption in the public sector, and thus indirectly increases the quality of public service delivery and ensuring the design and implementation of public policies in accordance with the public interest. The analysis shows that — despite the sound normative framework — the practice of civic activism in monitoring public administration’s compliance with ethical standards is significantly restricted by scarce resources, lack of expertise, the unwillingness of public servants to cooperate, the state budget as substantial source of financing as well as controversial democratic legitimacy of the civil society organisations.
