MILITARY-INDUSTRIAL COMPLEX AS A GUIDING FACTOR OF FOREIGN POLICY GREAT POWERS

Period of Cold War confrontation has spawned the emergence of specific types of connections between the three main actors: the state, the army and defense industry. The joint synergy of these actors influences the creation of a favorable environment for research and development of the military-industrial complex. The further development of the dominant influence of the military-industrial complex on internal and external political dynamics was influenced by the process of globalization and economic liberalization, especially after the collapse of the Soviet Union. The economic, political and technological factors of MIC are gaining a new dimension, characterized by the marked protectionism of leading manufacturers and distributors of various types of weapons systems. Accordingly, the aspiration of the major powers to maintain a dominant position in the international arms market is one of the main generators of aggressive foreign policy and interference in the internal affairs of individual countries, thus confirming the initial assumption of this work that the military-industrial complex has a dominant influence on the decision-making process of political officials and thus to the official foreign policy of the state. The aim of this paper is to describe the pervasive economic, political and institutional impact of the military industrial complex on the national policies of democratic states (primarily large powers, the United States of America and the Russian Federation) through a comprehensive analysis of the trend of budget expenditures for the defense sector.
