Abstract

Corruption is a phenomenon that keeps track of all societies in all times. It is a complex phenomenon, very represented in practice, whose carriers are extremely numerous. Bearing in mind the importance of the topic, after relevant theoretical determinations the Paper presented a review of the etiology and phenomenology of corruption in the security sector. With the knowledge that corruption has mastered the most important or almost all areas of life and work of modern man, the conclusions indicate that most of the countries in the fight against corruption have focused on the legislative plan. According to some theoreticians, this attitude is correct because, as they point out, when it comes to combating corruption, the only effective strategy is the one that combines repressive and preventive approach and appropriate measures. Bearing in mind that the generator of corruption in the security services is the politicization of their work, as well as the work of the state administration in general, most authors agree that in order to prevent the politicization of the security services it is necessary to regulate their professional autonomy in relation to the organs of the executive branch and strengthen their integrity. This approach is considered to be the best way of controlling the security services, in order to prevent the corruptive actions of their members. Analyzing the views of leading theoreticians in legal and security sciences, it is concluded that corruption can not be eradicated, nor will there ever be such a possibility. What needs to be established and maintained is the balance in relation to the extent of corruption, its situation, the modalities in which it occurs, and the consequences it causes.
