ODNOS NATO I EU: (NE)ŽELJENO I (NE)MOGUĆE STRATEŠKO PARTNERSTVO

У раду ће се разматрати однос Европске уније и НАТО, почев од оснивања обе организације па до данашњих дана. Поред кратког историјског прегледа развоја наведеног односа, биће речи и о њиховим концепцијским разликама и намерама са којима су основане, а у циљу бољег разумевања карактера сложених веза које су међу њима успостављене. Кренуће се од хипотезе да је однос између две поменуте организације увек био напет и амбивалентан, те да не стоји теза која се понекад жели наметнути, а која гласи да су ЕУ и НАТО све време функционисали као стратешки партнери који делују у истом правцу без значајнијих трвења и неспоразума. Сходно томе, аргументоваће се да су интереси НАТО и ЕУ у незанемарљивој мери различити и да се то неће променити све док су организације устројене на актуелан начин. Поред наведеног, велика неравнотежа у војној моћи и способностима чини да правог партнерства у тој области не може ни бити, док су покушаји смањења те неравнотеже најчешће били онемогућавани баш од стране НАТО, односно његове доминантне чланице. У најновије време, сведоци смо искренијих намера обе стране ка формирању стратешког партнерства, али је питање колико је ЕУ сада способна за то.
