ОБЈАВА „РАТА КРИМИНАЛУ“ КАО ИЗАЗОВ ВЛАДАВИНИ ПРАВА И ДЕМОКРАТСКОМ РАДУ ПОЛИЦИЈЕ

У раду се анализирају потенцијалне и реалне последице употребе ратне реторике у контексту актуелног супротстављања организованом криминалитету и тероризму и, с тим у вези, неприхватљива тенденција милитаризације полиције у циљу њене што ефикасније борбе (рата) против ових појава, као и потенцијалне претње које овакав приступ и логика имају по основне демократске вредности. Аутори су уверења да је „рат против криминала и тероризма“ драматично појачао ионако нејасну разлику између полиције и војске, између унутрашње и спољашње безбедности, између ратовања и спровођења закона, те да је оваква реторика пружила снажно оправдање за појачано учешће парамилитарних јединица у полицијском деловању. У таквим околностима је сасвим извесно смањење превентивне и проактивне функције полиције, односно њено враћање у статус реактивне и ретрибутивне службе, чиме се уједно доводе у питање вредности демократског друштва и владавине права.
