Нуклеарни акциденти су велика претња човечанству, али нуклеарне технологије представљају и реалну алтернативу фосилним горивима. Због тога се наставља са повећавањем нуклеарних капацитета у разним деловима света. Један од проблема који се тиче међународне безбедности, јесте неадекватан систем образовања кадрова у овој области, који не може да одговори изазовима времена у којем живимо. Даљим развојем програма нуклеарне безбедности, оспособљавањем кадрова, смањивањем ризика и повећавањем степена сигурности, ИАЕА може значајно утицати да се неке од постојећих дилема реше и да се добију јаснији одговори на многобројна питања везана за нуклеарне програме и нуклеарну безбедност.
