Progressive economic and technological development, contribute to an increase in the standard of living and the purchasing power of the population. The increase in purchasing power in the society leads to an increase in the number of fast motor vehicles, and hence to traffic accidents with greater material damage, injured and killed. The statistics is relentless, it continuously indicates that the number of traffic accidents in the world is constantly rising. Bearing this in mind, the traffic safety in all sectors, and especially in road traffic, has become an inevitable everyday concern in every civilized society. The society today is suffering enormous damage and the unimaginable consequences of the violent suffering of participants in traffic accidents. It is defeating statistics that violent deaths are most common in traffic accidents and that mortal outcome in relation to all major violent deaths are most dominant and more numerous than the total number of inhabitants in the world. It is generally known that no human activity has progressed so much as traffic, but also, there is no other activity that has taken so many human lives. The fact that the mortal outcome in traffic accidents is a growing global problem is also indicated by the fact that around 1,300,000 people are killed per year in the world in traffic accidents and about 50,000,000 people get either serious or minor injuries.
